EBT Text Scam: Fake VDSS Declined-Transaction Alerts

A text saying your EBT card was declined can create an urgent reason to call a stranger. A community report describing a “VDSS EBT” alert uses that exact approach: a small alleged transaction, a reply request, and a callback number.

Quick answer: Treat an unexpected VDSS declined-transaction text asking you to reply or call its number as suspicious. Verify through your state’s official EBT service. The callback numbers discussed below are community-reported examples, not independently authenticated identities.

What does the reported EBT text say?

A Reddit post titled “Scam alert EBT 10/20/26” transcribes this message. This is a community-supplied transcription, not an authenticated screenshot:

VDSS EBT
A Transaction of $34.15 at W-STR using your EBT Card was declined. Reply Y if this was you. If not, to speak to a representative, call: +1(866)202-4567

The writer also alleges related calls displaying 517-332-2581 and says neither they nor their partner has EBT. Three brief commenters describe receiving similar contacts. An identical narrative appears in another subreddit; we count that as a duplicate, not another incident.

That leaves one detailed narrative and three potentially separate recipient accounts. It does not establish four authenticated scams, confirmed financial losses, the owner of either number, or a shared operator. TIAS has not found an official notice authenticating these exact callback numbers.

Why a declined-transaction alert deserves caution

The proposed trap is simple: make you dispute a transaction, then move the conversation to a number supplied by the message. A specific dollar amount or merchant abbreviation can make the claim feel concrete, but neither verifies it.

An alleged decline is not proof that benefits were spent. If you do not receive EBT, it is not proof that someone opened an account in your name. Do not reply to prove that you are not a customer.

Virginia’s Department of Social Services warns that EBT phishing can arrive by text, email, or phone and request card details, PINs, or account verification. It says it will not contact you in that way to obtain this information.

What about Omnilert, 70359, or omnl.io?

Omnilert lists 70359 as one of its legitimate SMS shortcodes, and identifies omnl.io as its short-link service. Those facts establish legitimate messaging infrastructure. They do not authenticate an individual EBT message or show that Omnilert is a scam operator.

Check the request, not just the sender label. A recognizable delivery service is not proof of agency authorization. These reports also do not establish that VDSS or a messaging provider suffered a breach.

How to check your EBT account safely

  1. Stop the text conversation. Do not use the reply instruction, callback number, or link to investigate the alleged transaction.
  2. Use a trusted route you obtain independently. Virginia’s official EBT helpdesk is 866-281-2448, available 24 hours a day. This is a Virginia contact; people in other states should use their own state’s official EBT service.
  3. Review your actual account. Virginia recommends checking the balance and using the official ConnectEBT service. A suspicious text is separate from the transaction record in your account.
  4. If you shared your card details or PIN, act promptly. Contact your official EBT provider, change the PIN through its trusted process, and ask about securing the card and reporting unauthorized activity. Replacement eligibility depends on the applicable program rules; this guide does not promise reimbursement.

Report the message without calling it back

Keep a copy showing the message, displayed sender, callback number, and date. Do not publish your card number, PIN, or personal account information.

The FTC recommends reporting unwanted texts through your messaging app, forwarding them to 7726 (SPAM), or submitting a report at ReportFraud.ftc.gov. Contact the agency through a separately verified channel if you need account-specific help.

Frequently asked questions

Is 866-202-4567 an official VDSS number?

It appears as a callback number in the community-reported text above. TIAS has not authenticated its ownership or found official confirmation of its role. Use Virginia’s independently published EBT helpdesk, 866-281-2448, for a Virginia account.

Does 517-332-2581 belong to the same people?

The original writer alleges calls from that displayed number alongside the text. That does not establish the subscriber’s identity or prove a common operator. Do not use it to verify an EBT account.

Are all messages from 70359 or omnl.io scams?

No. Omnilert documents 70359 and omnl.io as legitimate messaging infrastructure. Their presence does not prove that a particular EBT message is authorized, and these reports do not establish wrongdoing by Omnilert.

Why did I get an EBT alert if I do not have EBT?

The report includes recipients who say they do not receive EBT, but the available evidence does not explain how their numbers were selected. Receiving the text alone does not establish benefits use or an account opened in your name.
